The Ministry of Development has set legislative priorities in the field of motor transport and transportation for 2026

The Ministry of Community and Territorial Development has published its legislative priorities for 2026 in the field of road transport and transportation.

Of course, among the documents are those related to passenger bus transportation, namely:

  • On the National Bureau for Investigation of Transport Accidents (NBTA) – to create an independent body to investigate transport accidents and prevent them in the future.
  • On socially important transportation – which will allow communities to provide quality transport links, especially where there are no economically attractive routes but there is a need to provide transportation. The bill will allow communities to order transportation services and pay the carrier for them.
  • On preferential transportation – with the aim of reforming the preferential travel system, introducing opportunities for citizens to exercise their right to preferential transportation and fair compensation for carriers.
  • On strengthening liability for cabotage transportation for foreign carriers. The bill will ensure fair and proportionate liability for foreign carriers in Ukraine for illegal activities.

A separate area of legislative work in 2026 will be the preparation of new “digital” draft laws. These include:

  • Legislative regulation of the eCherga system to ensure predictable and transparent border crossing by motor vehicles. Currently, eCherga is operating as a pilot project, and the draft law aims to implement the project on a permanent basis.
  • Technical inspection reform – an initiative to simplify the technical inspection procedure for the first state registration of used vehicles, as well as to gradually introduce mandatory technical inspections for all types of motor vehicles alongside the reform of the technical inspection system, so that the procedure is transparent and free of corruption risks.
