For the first time in Ukraine, a digital competition for interregional bus routes will be held
For the first time in Ukraine, a competition for 43 routes (38 competition objects) will be announced in electronic format. Currently, the digital procedure for submitting documents for the competition is being tested, and the competition itself is scheduled for October 21. This was announced by Deputy Minister of Development Serhiy Derkach at the presentation of the new procedure for conducting competitions for interregional routes.
The roadmap for the first electronic competition is as follows:
- October 21 – announcement of the competition for 43 routes (38 competition objects), publication of the relevant order of the Ministry of Development.
- October 22 – November 14 – submission of documents by carriers for participation in the competition through the Unified Information Systems Complex of Ukrtransbezpeka.
- December 1 – holding of the competition.
- December 15 – publication of the competition results.
Stages of the competition:
- The Ministry of Development creates a competition object in the system;
- The carrier submits documents for participation in the competition to the system. The system automatically verifies a number of documents upon submission;
- Holding a meeting of the competition committee and publishing a video of the meeting;
- Publication of proposals from all carriers after determining the winner for servicing the route.
The test environment for the competition can be found in the section “Competitions for interregional bus routes.”
In addition, according to Serhiy Derkach, the permits issued for the competition for interregional routes will be in digital format. Carriers can print them out (the permit will have a corresponding QR code), and representatives of Ukrtransbezpeka will have access to the permit system and will be able to check the digital permit for the route.
What else is new?
The Register of Interregional Routes has been updated and now contains more than 2,500 routes.
By the end of the year, the ministry plans to complete the Register of Intra-regional Routes.
