Volodymyr Zelenskyy signed a law that regulates the market of road transport services in line with EU standards

President of Ukraine Volodymyr Zelenskyy has signed a European integration law that regulates the road transportation market in line with EU standards.

It introduces clear rules for licensing carriers in accordance with the provisions of the EU Regulation, defines the requirements for the professional competence of transportation managers, and improves the safety and quality of transportation services.

Thus, the document provides for:

  • Determining the specifics of licensing in road transport in accordance with European provisions (Regulation (EC) No 1071/2009);
  • Introduction of a system for obtaining certificates of professional competence for transportation managers;
  • Introduce a mechanism to confirm the impeccable business reputation of road carriers;
  • Establishment of measures of influence on road carriers and regulations that will address all aspects of administrative offenses in the field of passenger and cargo transportation.

It is noted that it is expected to reduce the number of road accidents, improve the working conditions of carriers and harmonize Ukrainian legislation with EU standards, which will facilitate integration into the European transport market.

“The law is aimed at regulating the road transportation market in Ukraine in line with European standards. It introduces clear rules for licensing carriers in accordance with the provisions of the EU Regulation, defines the requirements for the professional competence of transportation managers, and improves the safety and quality of transportation services... As a result, it is expected to reduce the number of road accidents, improve the working conditions of carriers and harmonize Ukrainian legislation with EU standards, which will facilitate integration into the European transport market,” the Verkhovna Rada of Ukraine reported.
