Ukraine has approved a single ticket format for all modes of transport

The Ministry of Community and Territorial Development of Ukraine has approved a single ticket format for all types of public transport. The relevant Order No. 1066 will come into force on January 1, 2026, according to the ministry's press service.

In particular, universal ticket details have been established for urban, suburban, intercity, and international bus routes.

The details apply to both paper and electronic tickets (i.e., tickets issued using the Automated Fare Collection System). Both formats are equivalent and can be used. 

The mandatory details for all tickets include:

  • Information about the cost (full or discounted ticket, VAT, commission fee, if applicable);
  • Registration number (serial, fiscal, or unique identifier for electronic tickets);
  • Date and time of departure/arrival or ticket validity period;
  • Carrier details (name, EDRPOU or RNOKPP code, address, contacts);
  • Details of the insurance contract and insurer;
  • If necessary, a QR code on the front of the ticket.

In addition, there are specific rules for using tickets on different types of transport. 

For buses on urban and suburban routes, it is envisaged that electronic tickets can be provided to passengers after registration via a smartphone display, QR code, email, or app. For suburban routes, a luggage receipt will be issued in the case of luggage transportation. 

For intercity buses, it is stipulated that the ticket must contain complete information about the trip: transfer point, arrival and departure times, and transfer waiting time.

For international flights, it is also stipulated that the ticket must be personalized. That is, it must contain the passenger's surname and first name as stated in their passport, as well as a prohibition on transfer to another person and information about transfers (their location and duration).
