Ukraine will amend the exhaustive list of issues that Ukrtransbezpeka can check during raid inspections

The Ministry of Development issued an order “On Approval of Amendments to the Exhaustive List of Issues Regarding Compliance with the Requirements of the Legislation on Motor Transport, which is Checked During Raid Inspections by Officials of the State Service of Ukraine for Transport Safety.”

We would like to remind you that in 2025, a list of issues and documents to be checked by Ukrtransbezpeka during roadside inspections was approved. It can be found at the link.

The main changes to this list, published in the order, concern the inspection of tachographs, as well as a number of issues related to the inspection of irregular passenger transport.

The new order provides for checking that the driver has an intact tachograph plate and seals when carrying out passenger transport, as well as marking the tachograph plate and seals with the PST mark, included in the list of entities that install and maintain tachographs.

In addition, with regard to irregular passenger transportation, compliance with the following requirements shall be verified:

  • Placement of information about the motor carrier in a visible and accessible place in the bus cabin (for legal entities — the name of the legal entity, which contains information about its organizational and legal form; for individuals — the surname, first name, and patronymic (if any) of the individual who is a citizen of Ukraine), a concluded liability insurance contract (date of conclusion, number), insurer (name, location, contact details for inquiries), and the amount of insurance coverage;
  • Entry by the road carrier of information on the performance of irregular transport operations into the EIKIS in the field of land transport safety;
  • Compliance with the prohibitions provided for in the Rules for the Provision of Passenger Road Transport Services, namely:

— Transportation by a single motor carrier or a single vehicle on a single route, or between the same settlements more than twice a week;

— Organization and implementation of transportation along predetermined routes, provision of bus transportation services along a predetermined route, between specified terminals, with fixed departure and arrival times and fares;

— Setting and collecting fares from individual passengers;

— Arbitrary (not provided for in the terms of the contract) determination of the initial, intermediate, and final points of transportation;

— Boarding and alighting of passengers at points and stops designated for boarding and alighting of passengers on regular transport routes.
