Ukraine has updated its rules on permits for bus route services

Today, Order No. 1307 of the Ministry of Community and Territorial Development “On Approval of the Form of Permits for Bus Route Services, the Procedure for Issuing and Terminating Them” came into force.

We remind you that the Order regulates the procedure for issuing, reissuing, and terminating permits for servicing public bus routes in Ukraine.

The main provisions regulated by the Order are as follows:

• Introduction of the permit form and the procedure for its issuance and termination.
• Determination of the procedure for competition, registration, and registration of permits through the Unified Information Systems Complex (EIKIS).
• The responsibilities of Ukrtransbezpeka regarding the issuance, reissuance, and registration of permits are defined.
• The terms of validity of permits (from 1 to 5 years) are established, as well as the procedure for making changes and terminating permits.
• Regulation of procedures for submitting applications, verifying the accuracy of information, and mechanisms for appealing decisions.
• Provision for the use of electronic documents, QR codes, and automated systems for identifying and registering permits.

Implementation mechanisms:

• Permits are issued and reissued through the automated EIS system.
• Permits and their content are recorded in electronic registers and systems.
• Control over implementation is entrusted to the Ministry of Development and Ukrtransbezpeka, with specific deadlines for completing procedures.

According to the Ministry of Development, the introduction of an automated system for issuing and recording permits will contribute to greater transparency and efficiency in regulation.
