In Ukraine, tenders for interregional bus routes will be held online. The first digital tenders will be held four months after the date of publication of the resolution.

Such innovations were adopted by the Government in amendments to the «Procedure for holding a tender for the transportation of passengers on a public bus route», approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1081 of December 3, 2008.

In particular, the amendments provide for the transition to digitalization of the tender procedure for domestic bus routes, which will be held through the carrier's online cabinet. This refers to interregional routes, which are tendered by the Ministry of Community and Territorial Development of Ukraine.

Thus, it is expected that the submission of documents for the tender and its holding will take place through the carrier's online cabinet in the Unified Information Systems Complex. The submitted documents for participation in the tender will be published on the official website of the transportation organizer. The accuracy of the information contained in the documents will be checked by the transportation organizer when deciding on the carrier's admission to the tender, and the accuracy of the information about the carrier's buses to be used on the interregional route will be checked automatically by means of the Unified Complex.

In addition, the resolution provides for increased transparency of tenders for intra-regional and intercity routes in the regions, including by requiring transportation organizers - regional and city administrations to hold open meetings and online broadcast of tenders.

Another innovation is that an additional condition for the tender, at the discretion of the organizer, may be that the carrier has a GPS system that allows it to remotely track the location and movement of buses using GPS trackers.

Thus, the digitalization of the tender procedure and the submission of documents will speed up the procedure, save carriers' resources and minimize corruption risks.
