Regulations on reserving conscripts for critical enterprises have been adopted
According to information from the Ministry of Economy, the Cabinet of Ministers of Ukraine has approved changes regarding the retention of conscripts for critically important enterprises.
The changes apply to enterprises, institutions, and organizations deemed critically important for the functioning of the economy and the state under martial law.
What are the changes?
1. Raising the requirements for the average wage level. To confirm the status of a critically important enterprise and reserve an employee, the average wage must be at least three times the minimum wage — 25,941 UAH.
For enterprises operating in frontline territories, the requirement remains at 2.5 times the minimum wage, or 21,618 UAH.
2. The rules for counting employees toward the retention quota have been clarified. Employees who already have a deferment from conscription under Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization,” as well as employees with multiple jobs, will be counted toward the quota for only one of their places of employment.
3. A separate set of amendments concerns criticality criteria. Ministries, central executive bodies, and regional military administrations must re-approve their own criticality criteria within one month, in consultation with the Ministry of Defense and the Ministry of Economy. These are the criteria used to determine whether an enterprise is truly vital to the functioning of the economy, national defense, security, or the provision of basic needs for the population.
4. Within three months of the amendments taking effect, the status of all enterprises that have already been designated as critical by the relevant authorities will be reviewed.
