On the list of bus stations, digitalization of passenger transportation and the new Law №4560: public report of the head of Ukrtransbezpeka
MAPA has listened to the report of Ukrtransbezpeka and publishes the main points related to passenger bus transportation:
- In 2024, almost 11.4 thousand decisions were issued against carriers for violating the Law of Ukraine “On Road Transport” in the field of passenger transportation. Fines amounting to UAH 107.6 million were imposed. The main violations recorded by Ukrtransbezpeka employees were the absence of the necessary documents at the time of the inspection, as well as violations of the drivers' work and rest regimes.
- Permits. Last year, almost 60 thousand permits were issued in total, of which 6.4 thousand permits were issued for traveling through the territory of foreign countries during irregular passenger transportation by road in international traffic. 10.8 thousand permits were issued for international regular passenger transportation, and 61 permits were issued for the transportation of passengers on interregional public bus routes.
- In 2024, more than 7 thousand licenses were issued, of which 2.89 thousand were passenger transportation licenses. Of these, 2.5 thousand were for domestic transportation, 372 for international transportation, and almost 1.2 thousand licenses were revoked.
- Digitalization. Registries. According to Mykyta Lagunin, last year was the year of opening registers, namely: The Register of issued and revoked licenses, the Register of international bus routes and the Register of ECMT permits.
- Development of IT infrastructure. Services. There were many complaints and requests for the possibility to book a permit. Therefore, Ukrtransbezpeka provided an opportunity to book an irregular transportation permit for a specific vehicle. In addition, the possibility of online submission of documents for opening/closing/amending/extending the permit on regular international bus routes of general use was opened. The List of Bus Stations in Ukraine was also made available electronically, which greatly simplified the process for bus stations to submit documents to be included in the List.
- Launch of the autobus.gov.ua portal. A convenient service for passengers who use the service to accurately select legal carriers. The company plans to create a state aggregator, which will allow carriers to create their own accounts for selling bus tickets. There are also plans to add interregional, intercity, and suburban routes in 2025, and to involve Ukrzaliznytsia. This will allow passengers to build a complex route.
- єInspector. By May 2025, a list of questions that an inspector can ask will be adopted. Currently, the issuance of orders to non-residents of Ukraine is being tested.
- The plan is to create a passenger transportation dispatch center based at Ukrtransbezpeka for international and interregional passenger carriers operating regular routes by 2025. To date, Ukrtransbezpeka has launched testing on several routes to further transfer information to inspectors for verification.
- The test includes a single application form for the status of critical enterprises for the national economy during a special period. Starting next week, carriers will be able to upload documents online.
- Regarding the newly adopted Law No. 4560 On the Business Reputation of the Carrier, Ukrtranssafety reported that a number of regulations need to be adopted to fully launch the document. Thus, an advisory body will be established to be responsible for developing the legislative framework necessary for adoption in Ukraine.
