Carriers must be sure that every transportation must be paid for, — Sergiy Derkach

The draft law on compensation for privileged transportation, finalized jointly by the Ministry of Communities and Territories Development of Ukraine, the Ministry of Social Policy of Ukraine and the Ministry of Veterans, is awaiting consideration at a meeting of the Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights. This was announced by Deputy Minister of Communities and Territories Development Serhiy Derkach. 

«The Ministry of Development is working with MPs on draft laws that... establish the regulation of privileged passenger transportation. Our key task is to ensure that everyone travels with a ticket. We are currently discussing reimbursement mechanisms», — said the deputy minister, adding that carriers must be sure that every trip must be paid for.

Oleksandr Dyachenko, Head of the Department of Domestic Road Transportation at the Ministry of Development, outlined the main points of the draft law No. 5651 «On Amendments to Certain Legislative Acts of Ukraine on Fare Benefits and Some Other Benefits», namely:

  • All passengers use bus services on the basis of a ticket. 

«The position of the Ministry of Social Policy is that if funds are allocated from the local or state budget for preferential travel, they should be allocated to the beneficiary, they will be sent to the beneficiary's bank card. These will be funds that can be used only for transportation», explained Oleksandr Dyachenko.

  • The procedure for making a decision on the allocation of funds, the minimum amount of funds, the procedure for opening an account and receiving a bank card by a beneficiary will be regulated by a CMU resolution. 

The most important thing about this document is that conflicts related to free transportation for privileged citizens will become a thing of the past.
