Updated rules for issuing, amending, and revoking passenger transport permits

The Ministry of Development published Order No. 1307 «On Approval of the Form of Permits for Bus Route Services, the Procedure for Issuing and Terminating Them».

The approved Procedure defines the procedure for issuing, amending (reissuing), and terminating permits for operating passenger bus routes on suburban and intercity routes that extend beyond the territory of the region.

The order comes into force on March 3, 2026.

What will change?

- The permit is issued for 5 years, or for 1 year if the winning motor carrier does not have buses that meet the conditions of the competition.

- Based on the results of the competition, the Ministry of Development shall upload orders (scanned copies in PDF format) on the competition and the determination of the winner to the EKS within 5 working days. Within 10 working days from the date of uploading the orders, Ukrtransbezpeka shall issue a permit and an extract from it in the Unified Complex.

- The permit has an identifier (QR code) and contains the following information:

• route name;

• flight numbers;

• traffic mode (regular, express, route taxi);

• validity period of the transport permit;

• conditions for the organization of transportation and indicators of the quality of transport services for the population (ensuring safety, quality of transportation, culture of service);

• timetable;

• route map;

• information about the buses that will be used on the route, including information about the license plate number, VIN code, year of manufacture of the buses, their parameters in accordance with the Requirements for the use of buses by type of connection, confirmed by the mandatory technical inspection report drawn up in accordance with the requirements of the Procedure for conducting technical inspections;

• name of the executive authority that issued the permit, date and number.

- Changes to the permit are made on the basis of an order of the Ministry of Development by reissuing the permit. The validity period of the permit does not change during reissuance.

- In the event of changes to the license file of a motor carrier regarding the details of the motor carrier, Ukrtransbezpeka, on its own initiative, ensures through the EIKIS that the relevant changes are made to the existing permits within 10 working days from the date of such changes.

- Permanent changes to the route (extension, reduction, change of route between stops, addition or removal of stops, and/or change of schedule) may be made at the initiative of the motor carrier on the basis of an application submitted through the EKSIS with a qualified electronic signature. The application may be left without action and returned for correction of deficiencies.

- To make changes to the information about buses used on the route, a licensed motor carrier shall submit an application through the Unified System with a qualified electronic signature. Buses for which the Unified System contains information about their transportation activities based on valid permits/contracts are not subject to inclusion in the permit.

- Termination of the permit – through the Unified System – based on an application from the carrier or an order from the Ministry of Development based on paragraph 55 of Order 1081. The order to terminate the permit shall be uploaded by the Ministry of Development within 1 working day from the date of its adoption.
