The Ministry of Development plans to launch a pilot program for GPS monitoring of buses

The Ministry of Community and Territorial Development of Ukraine has prepared a draft resolution of the Cabinet of Ministers of Ukraine titled “On the Implementation of a Pilot Project Regarding the Operation of a GPS Monitoring System for Specific Vehicles”. The draft provides for the launch of a monitoring system for buses engaged in interregional and international passenger transportation.

The document is currently under review; however, businesses have every reason to prepare for the new rules now. The main goal of the pilot program is to improve passenger transportation safety, the transparency of carriers’ operations, and the effectiveness of government oversight. 

As stated in the explanatory note, the GPS system will enable real-time monitoring of drivers’ compliance with speed limits, schedules, and routes, as well as the detection of unauthorized stops.

The ministry notes that the system will also help dispatch services respond promptly to flight delays, technical malfunctions, and other emergencies. Particular emphasis is placed on analytics: GPS monitoring data will allow for better assessment of passenger flows and vehicle occupancy, as well as optimization of the bus network.

The project defines technical requirements for GPS equipment, the procedure for connecting carriers to the system, and rules for using the collected data.

If the launch is successful, the system could serve as a foundation for expanding GPS monitoring to other modes of transportation in the future. This should help reduce violations on routes and improve the quality of transportation services for passengers.
