The Ministry of Development reminds carriers to correctly fill out OTK protocols when submitting documents for the competition

The Ministry of Community and Territorial Development draws the attention of motor carriers and owners of mandatory technical inspection (MTI) services to the need to correctly fill out technical inspection reports in terms of conducting additional checks.

Based on the results of the additional check, the vehicle's compliance with one of the types of transportation — urban, suburban, intercity, or international — is established.

If the vehicle does not meet the requirements for a particular type of transport (for example, an intercity bus does not have a working air conditioning system), the OTC report must indicate the non-compliance code according to which the vehicle does not meet the requirements for additional inspection. A comprehensive list of non-compliance codes is provided in Appendix 5 to CMU Resolution No. 137 “On Approval of the Procedure for Mandatory Technical Inspection of Vehicles.”

The ministry also reported that in the column “Vehicle purpose,” it is not permitted to simultaneously indicate mutually exclusive types of connections, for example: “city (low-floor)” and “intercity.”

Example of completion

  • If the “Purpose of the vehicle” field indicates “intercity bus,” but during technical inspection it is established that the bus does not have a toilet with water or chemical cleaning, the technical inspection report should indicate: "Vehicle category M2, M3; intercity — does not comply, non-compliance codes 18.7.1.1."
  • Similarly, if during the inspection it is established that the bus does not have tinted windows, the column “Purpose of the vehicle” should indicate: “Vehicle category M2, M3; intercity — does not comply, non-compliance codes 18.4.1.1.”

Thus, the technical inspection report must contain all non-compliance codes established during the mandatory technical inspection, indicating the type of traffic for which the vehicle does not comply.
