The Ministry of Development reminded international carriers about the specifics of providing data for opening regular routes
The Ministry of Community and Territorial Development of Ukraine informs international passenger carriers about the specifics of applying for the opening of regular international bus routes in the online office of the Ukrainian State Agency for Transport Safety.
This is to prevent cabotage (domestic) transportation on the territory of Ukraine by the Ukrainian carrier's parity partners on a specific route. To do this, you must submit tariffs using the attached form.
We remind you that cabotage transportation on the territory of Ukraine is prohibited in accordance with Article 57 of the Law of Ukraine “On Automobile Transport.”
Once again, we draw your attention to the fact that routes will only be approved if the timetables submitted to Ukraine and the foreign state are identical. This requirement also applies to the regularity of flights between the Ukrainian carrier and its foreign parity partner.
We also emphasize that when submitting applications through the online office, it is important to correctly indicate the official names of parity partners, since Ukraine issues permits to foreign carriers based on the application formed in the system.
In addition, to obtain transit permits for foreign countries through whose territory the international route passes, it is necessary to submit documents in English, certified by the carrier, namely:
- Route map;
- Timetable;
- Frequency;
- Tariffs;
- Drivers' work and rest schedule.

In turn, the Ministry of Development has received updated requirements from the Republic of Bulgaria regarding the opening of regular routes. These are the requirements of Bulgarian national legislation.
In particular, the timetable for routes to non-EU countries may include stops located exclusively in populated areas – regional centers. The settlements of Nessebar, Ahtopol, Sunny Beach, Golden Sands, and Kranevo do not meet these requirements and therefore cannot be added to the timetable and serve as the starting (end) point of the route.
