State Transport Safety Service inspects illegal carriers in Lutsk

Over the past month, the International Association of Carriers and Bus Stations (MAPA) has received complaints from bus stations in Lutsk about the increasing number of illegal carriers. This refers to vehicles that carry out transportation without the appropriate licenses and permits.

MAPA sent a request to the State Service of Ukraine for Transport Safety and the Volyn Regional Military Administration. In response, the State Service of Transport Safety and Security conducted raid inspections of carriers in Lutsk, in particular near UPG, OKKO, WOG gas stations, Silpo supermarket, and near the Lutsk bus station.

“In the course of state control measures, 22 vehicles were checked, the drivers of which carried out domestic and international passenger transportation by taxi, passenger cars to order and performed irregular passenger transportation by bus,” the Volyn Regional Military Administration reported in response.

Yes, during the inspection:

• Violations were detected in 15 drivers, for which 10 reports on compliance with the requirements of the legislation on road transport during passenger transportation and 5 reports on administrative offenses were drawn up.
• Two reports on compliance with the requirements of the road transport legislation were drawn up in relation to road carriers whose drivers were engaged in regular international passenger transportation but did not arrive at Lutsk Airport to disembark passengers.

The administration also emphasized that since the beginning of 2025, violations have been detected in 35 carriers that transported passengers by taxi, passenger cars to order and carried out irregular passenger transportation by bus. As a result of the inspections, 27 acts of compliance with the requirements of the legislation on road transport during passenger transportation and 8 reports on administrative offenses (lack of a license) were drawn up.
