Permits for interregional transportation will be electronic
The Ministry of Communities and Territories Development of Ukraine plans to introduce electronic permits for interregional passenger bus routes. The relevant Order for discussion will soon be published on the Ministry's website. This was announced by Deputy Minister of Communities and Territories Development Serhiy Derkach.
«A new Order will be published soon, which provides for the transfer of permits to electronic format... In fact, after the carrier wins the tender for an interregional route, the permit will be automatically downloaded to the personal account in the UCIS (Unified Complex of Information Systems — ed.). The permit can be printed or placed in the bus with a QR code», — explained the Deputy Minister.
According to Oleksandr Dyachenko, Head of the Internal Road Transportation Department of the Ministry of Economic Development, the ministry's goal is to make all documents for transportation available online and can be downloaded and printed if necessary.
Thus, it is planned to cancel the Order of the Ministry of Transport No. 279 «On Approval of the Form of Permit for Passenger Service on Interregional Public Routes, Procedure for Its Issuance and Revocation».
The main points of the new Order provide that:
- The permit is generated in the UCIS on the basis of orders on holding a tender and determining the winner on the bus route;
- The winning carrier can download the permit in the UCIS;
- The permit contains information about the route, vehicles and transportation conditions;
- Amendments to the permit (changes to the schedule and route scheme, addition or replacement of vehicles) are made through the UCIS.
It should be added that the Ministry is going to test the launch of electronic permits for interregional transportation first, but later it plans to extend the practice to all permits, including intraregional ones.
As a reminder, according to Ukrtransbezpeka, the first electronic tender for interregional transportation may take place in September 2025.
