The Ministry of Development will introduce an additional obligation for each carrier engaged in irregular passenger transportation
The Ministry of Communities and Territories Development of Ukraine will intensify the fight against illegal carriers. We are talking about carriers that run on a regular basis, having documents as an irregular carrier or not having them at all. This was announced by Deputy Minister of Community and Territorial Development Serhiy Derkach.
«There is a draft regulatory act that will allow us to impose sanctions on carriers who do not have any documents. The fine will be large, and this will help prevent future violations in terms of illegal transportation», — explained Serhiy Derkach.
According to the ministry, this refers to the draft resolution of the Cabinet of Ministers of Ukraine on amendments to Resolution No. 176 «On Approval of the Rules for the Provision of Passenger Road Transport Services», — which is pending consideration by the Government.
«The logic is as follows: each carrier that provides irregular passenger transportation will have an additional obligation - the carrier must enter a certain set of data into the ECIS (Unified Complex of Information Systems - ed.) before performing the route», — the Ministry of Development said.
What preliminary data will need to be entered:
- The list of data on the carrier that will be pulled up automatically;
- Information on the vehicle to be used for transportation;
- Scanned copy of the contract for ordering the vehicle concluded with a legal entity or individual;
- Date and time of transportation;
- Start and end of the route;
- Purpose of the trip.
«Clause 53 of the Resolution will also be amended to establish the cases when irregular transportation will be considered regular and, according to the conclusion of the controlling authority, the relevant list of documents will be required. These changes are necessary because there are a large number of carriers in Ukraine who abuse the right to carry out irregular transportation and travel regularly», — the Ministry added.
Thus, it will be possible to test the changes in a test environment in the near future.
